One of the powers that Congress had under the Articles of Confederation was that they could build and army and navy, and declare war. They could also set the size and maximum of armies. There were quite a few weaknesses that came with the Articles of Confederation, the main one being that they had no taxing power. This meant the government had no power to require state tax which would overall bring down the country as a whole.
