I would say the 3rd option.
Editing a question after the experiment is conducted means it won't effect the way you do your experiment, so it would not matter.

Answer:

The best time to revise a research question is during the editing and proofreading of the final draft.

Step-by-step explanation:

It's better to revise a research question during the editing and proofreading because there is a chance to change anything during editing. Editing means it's a last stage in any work or last but one stage.

So if we revise the research question during editing we will cover all mistakes. we may also revise a research question during proof reading also.
