The Prophet is the voice that tells people what will happen to the world. Salome is attracted to the voice of the prophet so she wants to know him. Then, once she knows the prophet, her desire grows and she wants to touch the baptist and her desire grows even more because she wants to kiss the prophet. However, she can't do it while he is still alive. After the dance, Herod gives Salome what she wanted (the prophet's head in a metal tray). Then, Salome touches and kisses the prophet's head and she finally can fulfill her dream.

I understand Salome's desire as a whim because she doesn't love the prophet, she just wanted to fulfill her fantasy.
