Through voting, it is possible for the voter and the citizen to choose from a previously established range of options a person who will represent him in some of the political institutions for a specified period. This choice, ideally, should be made with political awareness and after an analysis of the candidate's proposals and their feasibility of application, as well as the candidate's personal and political background.
This vote allows whatever people have dominion over the state, that is, the state becomes subordinate to the sovereign people. This limits the power of government, because governments can only do what is approved by what will add improvements to the lives of citizens.
