Will the 1800s was still full of racism . They wanted to keep slavery going . African American didn’t gain rights until like the 80s even when the act passed . As part of a Compromise of 1877, Republican President Rutherford B. Hayes agreed with Southern Democrats to remove Federal troops from the Southern States as a way to win the election.
