The Articles of Confederation created a series of problems because of the lack of a strong central government. The Congress that represented the central government, did not have the power to tax or to regulate commerce. If the Central government needed money it had to borrow it from foreign governments or to ask State governments. This caused a lack of unity in the country and problems.

In the beginning, the Continental Congress aimed to amend the Articles of Confederation, but soon this purpose changed to create a new framework that would be the US Constitution.
