My guess is so that the police are able to view your license plate ex. if you commit a crime its easier to see your license plate or just make cops jobs easier. I wouldn't trust my answer because I don't drive so it's more of a theory
So that way traffic cameras can read it. If you are speeding at night, then your license plate will be caught by the cams so that the police know who was speeding.
