is the answer becuase if you multiply 2 by 4.5 you will get 9 and 9 is the same thing

if you multiply 2 by 5.5 = 11 so thats greater then 9 we want nine to be greater then the number 2x

so 2 x 4 is 8 and 8 < 9 so thats your answer
