For the thousandths place, that’s the third digit after the decimal.

You want to get 3 numbers after the decimal, look st the 4th digit (9). Since 9 is above 5, you’re going to round the decimal place to the left (4) up to the next number (5). If the 4th digit were lower than 5, the 4 would remain the same and you’d get rid of the 4th digit (3.264).
