This is pretty hard to answer completely because I can't graph it for you.

However, I can give you the coordinates by what the image provides.

For 7, there are 4 points:

(1, 4), (4, 4), (1, 1), (4, 1)

To translate, you can either look at it graphically or manually add/subtract numbers from the ordered pairs.

Remember that left/right applies to the x-coordinate and up/down applies to the y-coordinate:

(1-3, 4+4), (4-3, 4+4), (1-3, 1+4), (4-3, 1+4)

You get:

(-2, 8), (1, 8), (-2, 5), (1, 5)

Graph those and you'll get the translated rectangle.
