republicans

Explanation:

Given, there are 60% democrats and republicans 40%

60% of the democrats voted for democrats and 95% of the republican voted for their candidate

therefore

% of votes that went for Democrats =0.6*0.6=0.36 = 36%

% of votes that went for Republics=0.4*0.95=0.38 = 38%

Since the republicans have more % of votes thus Republic's mayor runs city hall.
