Solution:

First find the slope

$Slope=(y2-y1)/(x2-x1)\\Slope=((-9)-(3))/((1)-(-1))\\Slope = (-12)/(2)\\Slope=-6\\$

Secondly, write the equation

$y=m(x-xo)+yo\\y=-6(x-1)+(-9)\\y=-6x+6-9\\y=-6x-3$

Answer:

y=-6x-3

Check:

$(-1,3)\\y=-6(-1)-3\\y=6-3\\y=3$

$(1,-9)\\y=-6(1)-3\\y=-6-3\\y=-9$
