we use the expression

y-y1 =m (x-x1)

substitute the y1 and x1 coordinates and gradient in the formula

y -3 = -2 (x-7 )

y-2 = -2x +14

y=-2x+14+2

y=-2x+16

rearranging

2x+y-16=0

therefore the equation of that line is

2x +y -16 =0
