Any presenter should speak in the speed such that everybody could get the word and understand what the speaker is about to say. If it is so quick, then definitely points will be covered but the points wouldn’t reach the audience and the purpose of listening to the speaker will not be present.

Any speaker should speak with the tone / voice where everybody could listen and has to have eye contact. But speaking fast is not the good presentation technique.
