Let Shontell uses x number of minutes and total $y

Fixed amount = $7

Variable amount = $0.10 per minutes

In 1 minutes spends = 0.10

In x minutes = 0.10x

Total spends in a month, y = 7 + 0.10x

This is linear function not proportional equation.

Proportional equation, y=kx equation must passes through origin.

So, This is not situation of proportional equation. This is linear equation.
