What is Russia’s current relationship with neighboring countries that used to be part of the U.S.S.R?

Well, it depends from country to country. With most of them they have good economical relations, which is normal, as the are mutually dependent on certain products. For example Russia is the main gas exporter in the wide region. In some countries, they even have larger political influence, such as Belarus, while for example with Ukraine they have bad political relations, due to crisis on Crimea.

After the collapse of Soviet Union strong economic ties between Russia and other countries that were part of it remained, but of course as the time passed things have changed. Recently, Russia re-emerged as a great force thus creating large political influence in certain countries. Therefore, they are seen as a threat by certain countries, especially by Ukraine.
