non terminating means that it goes on forever.

1/3 = 0.3333333333333333333333333333333....333333333333333333...333

I/3 never really ends.

1/8 on the other hand had

1/8 = 0.125 as a value and that's all there is. We're done.

So a terminating decimal ends.
