Why did the Articles of Confederation create only a legislative branch of government? How did the Articles of Confederation deal with fears that some states would dominate others in the national government?

Answer:

They were too scared to let anyone have power due to how they were treated by Britain. The state government was only concerned about their own people. They allowed equal power and representation in the states

To make large decisions, 9 states had to agree in the order to make the decision. In order to ratify the Articles of Confederation all of the 13 states had to agree.
