Answer: Jefferson was not among the founding fathers who gathered in Philadelphia; he was in Paris serving as minister to France. John Adams was also abroad, serving as minister to Great Britain. A number of these individuals did not accept or could not attend, including Richard Henry Lee, Patrick Henry, Thomas Jefferson, John Adams, Samuel Adams, and John Hancock. In all, 55 delegates attended the Constitutional Convention sessions, but only 39 actually signed the Constitution. In 1787, Henry received an invitation to participate in a convention to revise the Articles of Confederation. He refused to attend what became the Constitutional Convention, as he feared that the meeting was a plot by the powerful to construct a strong central government of which they would be the masters.
