(4, -1)

Explanation:

Since it takes negative two to get from 3 to 1, you also have to deduct 2 from 1, which is -1 [y-coordinate]. Now, since it takes six to get from -8 to -2, you also have to add 6 to -2, which is 4 [x-coordinate].

So, point B is (4, -1).
