add 3 and m, then subtract 7 from the result

The answer is (3 + m) - 7
7 is outside of the brackets because the problem states to subtract 7 after you add 3 and m, so to go according to PEMDAS we have to place 3 and m inside the brackets to tell us to do the addition first.
