The first moments of a scary story should create suspense. Discomfort. They should not immediately show who the monster is. They must come up with the idea that that world has something wrong. Then the terror begins.
This does not mean that some cannot try to scare early on. Getting a story straight into action is a good way to engage, but the terror must be increasing, progressive, increasing with each moment.
