They also need to be stable and not harmful or abusive, and in the right position to be caring for a kid. It's not that some kids don't deserve parents; it's that some parents don't deserve kids. They need to build a strong relationship with their kids and bond with them. Again, there is much more to being a good parent than just being a parent.
