y -----> the number of dimes

z -----> the number of quarters

we know that


x+y+z=99

Find the number of nickels


x=(8)/(11)(99)= 72\ nickels

Find the number of dimes


y=(2)/(11)(99)= 18\ dimes

Find the number of quarters


z=99-x-y

substitute


z=99-72-18=9\ quarters

therefore

The ratio of Elizabeth's nickels to dimes to quarters is
