1. In the presented cartoon, we can see a king and his adviser, talking about the Athenians and their offers. The king as such represents a monarch, while the adviser has very big power in that that he is replacing pretty much a whole parliament, as he is the one that suggests the king about his actions. The type of government that is presented is monarchy, as the king represents a monarch. In this type of government, the monarch has absolute power in the territory he rules over, everyone has to obey his commands, and there is no regulatory body for him. This unfortunately very often has led to tyranny, as every now and then a person that is way to selfish, overly ambitions, and being out of touch with the people, comes to wear the crown, and that doesn't end well.
2. This cartoon is showing the Athenians in the background. From the talk of the King and his adviser we see what the Athenians came to offer, one of those things is the lectures about democracy. The cartoon thus provides a clue from where the democracy came from and spread around. The democracy indeed came from Athens, and while it was nothing like the democracy of today, it still set the basis for the further development of this political idea. The democracy in Athens was pretty segregationist, as only the elderly men that had citizenship of Athens were included in the decision making, while the women, slaves, younger men, they were all excluded from the decision making in the council.
