16 hours.

Explanation:

There is 30 days in a month, if Robin takes 3 hours to mow the lawn and does this four times a month that would be 12 hours, if she takes 1 hour to pull weeds and does this 4 times as well that would be 4. 4+12 would equal 16 hours.
