To answer this, you need to know the slope point formula:
y - y1 = m (x - x1)
In this case, (1, -4) represent y1 and x1. m is equal to the slope, which is -3.
y - (-4) = -3 (x - 1)
y + 4 = -3x + 3
y = -3x + 3
-4
y = -3x - 1
Answer: y = -3x -1
