Scientist A:

Amount of water = 7 pints

Amount of Salt = 1 kilogram

Since, 1 kilogram = 2.2 pounds, we can say that scientist A dissolved 2.2 pounds of salt in 7 pints of water

Scientist B:

Amount of water = 7 pints

Amount of salt = 2.0 pounds

The amount of water used in both cases is the same. So whoever used more amount of salt made a concentrated solution. From above numbers we can see that scientist A used more salt to make the solution.

Hence, the salt solution of scientist A was more concentrated.
