After the civil war was important to consolidate the peace, specially in the south, where terrorists groups like the KKK adaptated to the new situation. The war dismantled the belicose intentions of the south to maintain the ancient economic structures based on slavery, which was one of the most important reasons for war. In this respect was necessary not to only defeat military the south, but to design an legal structure that were able to fight against those ancient economic configurations.

That's why my recommedation to president Grant would be to increase the sentences against hate crimes and terrorism in order to protect black people and destroy the legal barriers that permitted the abuse against them.
