This is a time question ... This person said that they’re in LA. When they took a screenshot of a picture and send it to me. It said 6:17 on their phone. My phone said 7:23.. I tried to convert it and it would be 9:17 for me? I don’t know. L.A. is at UTC-8 with +1 daylight saving time. So they're reporting time as UTC-7.
