Quick question. Does a law have to be passed by all three branches of government including executive, legislative, and judicial? Can just two approve it and the law still be successfully made? Thanks.

No

The legislative branch creates the law, and the president (executive) can veto (deny) it to be passed. if the president doesn't veto it, the law goes into effect.

Therefore you only need 2 branches
