(X - H)² + (Y - K)² = R²

According to this Circle Equation, all negative symbols give the OPPOSITE terms of what they really are, which is why you see a 13 and 14 in the parentheses [-(-13) = 13; -(-14) = 14]. So, you plug the center into the formula, where H is the phase shift [horizontal shift] and K is the vertical shift. Now, to find the radius, we have to find the range in between the K and the y-coordinate of the Point of the Circle, so we do this:

-14 + ? = -19

5 = ? [Radius]

Now that we have our radius, we need to square it, so 5² is 25, there R² is 25.
