V = \pi r^2h

Where r is the radius and h is the height

r = 3 and h = 8

Hence


V = \pi * 3^2 * 8


V = 3.14 * 9 * 8

V= 226.19

Hence Volume of the vessel is 226.19 cubic inches

She was told that she is supposed to fill the vessel only
(2)/(3) of the total volume

Hence the amount of water to be filled will be


(2)/(3) * 226.19

150.79 cubic inches
