Explanation:

For a linear function variable x must be either degree 0 or degree 1 and the variable y must be first degree.

In y=1, variable x is degree 0 and y is 1st degree, forming a horizontal line which is a function of x

In x=1 variable x is 1st degree but the variable y has a degree of 0 which makes a linear relation but not a function of x.
