Explanation:

In general, let the original function be f(x), so,

1. horizontal translation of a units to the left would be f(x+a)

2. Horizontal translation of a units to the right would be f(x-a)

3. Vertical translation of b units above would be f(x) + b

4. Vertical translation of b units below would be f(x) - b

Looking at the second graph, we can see that it is transformed 4 units to the left (horizontal), so #1 would fall into it. Thus the equation would be (given original equation is log(x)):

g(x) = log(x+4)

3rd option is right.
