Explanation:

Each inequality is valid only for the range indicated. f(x)=x-4 is valid for all points LESS than (not including) 2. f(x) = 3-x is valid for all points greater than AND EQUAL to 2.

I graphed both lines, then erased the portion of each line not covered by the range restriction. The dark blue lines are the result. The top line has a dot for the x=2 position, to indicate it is a part of the line. The bottm line does noit have a similar dot, since it6 is not included in the range (x<2),
