Answer: 0.17 (bar over 17) = 17/99

0.351 (bar over 351) = 351/99

0.17 (bar over 7) = 16/90 = 8/45

0.351 (bar over 51) = 348/990 = 58/165

0.351 (bar over 1) = 316/900 = 79/225

Explanation:

A bar over a number means it is a repeating decimal. Instead of dividing the value by 10, 100, 1000, etc, you need to divide by 9, 90, 900, etc.
