So the probability that number will be 14 or less would be those numbers:

11, 12, 13, 14

All others probabilities made by number 2 and 3 in the green spinner with others in purple spinner will be impossible to make a number that is less or equal to 14.

Therefore, the probability of resulting number 14 or less would be 4/12 = 1/3
