You raise the number to the power of the numerator, and put it to the root of the number on the denominator.

Rational exponents work like this: if you raise the number x to the p/q power, i.e.
x^{(p)/(q)}, you're considering the q-th root of x to the power of p.

So, in your case,
x^{(2)/(3)} means the cubic root of x squared.
