Fin efficiency can be define as the ratio of actual flow of to the maximum flow of heat through fins.

So in short form we can say that


\eta _(f)=(q_(actual))/(q_(max))

Lets take infinite long fin to understand the all factors which affect the fin efficiency

So efficiency of long fin given as


\eta _(fL)=(1)/(mL)

And we know that


m = \sqrt{(hP)/(KA)}

So from we can say that for better efficiency the heat transfer coefficient will be low and conductivity for fin should be high.
