Split this into 2 inequalities:

7x - 8 < -3 Add 8 to both side:

7x < 5

x < 5/7.

and:

7x - 8 > -2 Add 8 to both sides:

7x > 6

x > 6/7.

But x cannot be both less than 5.7 and > 6.7, so No solution.
