Philadelphia is built in front of the Delaware river. Washington DC was designed in 1791 by Charles LÉnfant after being appointed by President George Washington, however Philadelphia is older, and was first established as a city in 1701, and by the 1750´s it had become an important trading center. Therefore, option c) is incorrect.
