The Connecticut Compromise is your answer.

This compromise was a result of conflict over how representation in the government would be divided.

Larger states, such as Virginia, wanted division by population, as that would give them more power, considering they had a larger population. Smaller states, such as New Jersey, wanted division equally, as that would allow them to not be overruled by the larger states.

The compromise ended up stating there would be two houses, and the lower one would have division by population, and the higher one equal division.
