expand by second row, note the sign of cofactors

-[-2(3*(-3)-4*1)] +[0(3*3-(-2*1))] -[-2(3*4-(-2*3))]

=2(-13) + 0 +2(18)

Now next to each of the we will be multiplying it by the determinant of the matrix that contain the elements not directly under these number in the given matrix:

+3[ 0 -2] -3[-2 -2] +1[-2 0]

[4 -3] [-2 -3] [-2 4]

Now to find the determinant of each 2 by 2:

3(0*-3-(-2)*4) -3(-2(-3)-(-2)(-2)) +1(-2(4)-0(-2))

3(0+8) -3(6-4) +1(-8-0)

3(8)-3(2)+1(-8)

24-6-8

24-14

So the determinant is 10.
