Answer: Zoo's must improve conditions so animals can be healthier

Explaniation: Overall condition is Paramount when taking care of an animal. If the water in the enclosure is filled with unhealty bacteria and germs, the animals will get sick. If they do not have enough shade they could get heatstroke. not only taking care of the animals properly would be cheaper, it would also ensure a safer enviorment for the caretakers.
