The crackdown that occurred in 1930 called the "Pustakalaya Parva" (The Library Incident) is perhaps the best way to describe the Regime's attitude toward libraries in Kathmandu. It was during this time that 46 young people were arrested and heavily fined for submitting a request for the Saraswati Public Library to be set up.
A fine of Rs. 100 was imposed on all the individuals who were involved in the establishment of the library. It is called the Library Parva. "Pustsk pdhne Dalan" was the name of the public library in Palpa that was opened in 1926 and sat under the name of a public library.
