He should apply the logic like the default value for the video playing should be low and give option to go for high vale quality to be selected by a drop box.

This technique is very common by looking at benefits of clients like if they have a good internet with them only then the server should render the high value quality on their demand. Also if it is like they are not watching but listening by keeping the app in background the client will be happy with low quality as default.
