Point slope form is
y-y_1=m(x-x_1), where
m is the slope and
(x_1, y_1) is any point on the line.

We can simply plug in the values.
y-(-8)=-4(x-2)

Then, just simplify the negative subtraction.
y+8=-4(x-2)
