The person in control of the government of the Ottoman Empire is known as a grand vizier. They were comparable to modern-day prime ministers, yet they all fell victim to the Sultan's exemplary governance. They would convene meetings with the other viziers, known as Divan-Humayn, who oversaw all of the Sultan's business and were split into groups, as needed (albeit not always precisely). When the sultan was not present, the grand vizier would also command campaigns, donning the title "Serdar-Ekrem" and commanding the army.
