I would say B.35 is the answer.

The perimeter of the walls is 6 + 6 + 8 + 8 = 28 feet.

The perimeter of the window is 2 + 2 + 1.5 + 1.5 = 7 feet.

Total = 28 + 7 = 35 feet of tape.
